A man who police believe was responsible for shooting an innocent bystander in the City of Poughkeepsie, two months ago, was found and arrested.

Members of the City of Poughkeepsie Detective Bureau with assistance from the City of Kingston Police Department, located and arrested 26 year old Phillip Luellen in Kingston. Luellen was wanted by the City of Poughkeepsie Police Department in connection with a November 23, 2015 accidental shooting of an innocent bystander in the City of Poughkeepsie.

City of Poughkeepsie Police say on November 23rd, 2015 at 120 Hudson Avenue Building 6, Luellen was walking north through the projects when he spotted his intended victim riding a bike towards him. Luellen fired several rounds at the intended victim as that person road past him. All of the bullets missed the intended victim but struck a bystander. Police say at the time, Luellen and the person he was shooting at fled the scene.
The bystander was hit in the left knee and transported to an area hospital. The bystander underwent surgery but the wound was not life threatening.

Luellen was charged with 1st-degree assault, a class B felony. He’s is being held at the City of Poughkeepsie Police Department cell-block pending his arraignment at City of Poughkeepsie Court.
