A Hudson Valley man with a revoked license was allegedly driving while impaired by drugs and in possession of crack cocaine and heroin.

New York State Police from Catskill say 39-year-old Richard Winchester of Athens was seen driving on Route 9W in the Town of Athens. Police allege Winchester was driving impaired by drugs and with a revoked license. Police say he possessed a large amount of crack cocaine and 91 packets of heroin on him. Police also allege Winchester tried to destroy some of the drug evidence during his arrest.

Winchester was charged with three counts of criminal possession of a controlled substance, driving with ability impaired, tampering with physical evidence, and aggravated unlicensed operation, all felonies. Additionally, he received a misdemeanor charge for criminal possession of a controlled substance and other vehicle and traffic violations.

Winchester was processed at SP Catskill and arraigned at Town of Athens Court. He was remanded to the Greene County Jail without bail. He is due back in court at a later date.
