Police: Ulster County Man Violated Order of Protection, Choked Woman

Police arrested a man after they say he violated an order of protection, struck and choked a woman.

James L. Winchell, 33, of Accord was charged with criminal contempt, criminal obstruction of breathing and menacing, misdemeanors, and a violation for harassment.

According to the Ulster County Sheriff’s Office, deputies responded to a residence in the Town of Rochester for a reported domestic dispute. The victim told authorities that Winchell struck and chocked her. And investigation proved that Winchell was in violation of an Order of Protection.

Winchell was located at his residence in the Town of Olive and taken into custody.

He was arrested and transported to the Wawarsing Subsation. The defendant was arraigned in the Town of Rochester Justice Court and remanded to the Ulster County Jail in lieu of $1,000.00 cash bail.
