Police: Ulster Man Arrested for Harassing Woman & Kept Calling the Victim From Prison

An Ulster County man is accused of constantly harassing a woman. The man then allegedly continued to call the victim from prison.

Sunday, members of the Ulster County Sheriff’s Office and Town of Ulster Police responded to a 911 call reporting an unwanted person at a home in the Town of Ulster.

Police say an investigation determined that 46-year-old Harry D. Banks Jr., of Kingston harassed the victim by telephone and at her place of employment.

When police arrived Banks allegedly fled and hid in the woods. He was soon located and arrested. He was charged with aggravated family offense, tampering with evidence, felonies, aggravated harassment, and obstructing governmental administration, misdemeanors.

Banks was arraigned in the Town of Ulster Justice Court and remanded to the Ulster County Jail in lieu of $30,000 cash bail or $60,000 secured bond.

A full stay away order of protection was issued.

Following Bank’s arrest the victim contacted police to tell them that Banks was still contacting her by phone from the Ulster County Jail. Police say this was a direct violation of the order of protection.

Banks was charged with 2 counts of 1st-degree criminal contempt, felonies. He was again arraigned in the Town of Ulster Justice Court. Bail was set on the new charges at $30,000 cash bail or $60,000 secured bond.
