New York State Police have arrested a Poughkeepsie woman that allegedly choked a mentally handicapped child.

The New York State Police in Poughkeepsie arrested 34-year-old Victoria M. Garrand, of Poughkeepsie, for endangering the welfare of an incompetent or physically disabled person in the 1st Degree, a class E felony.

State Police recently learned that Garrand was caring for a 12-year-old mentally handicapped girl. Police allege that on New Year’s Day she reportedly placed her hand around the throat of the disabled child, endangering her well-being.

Garrand was arraigned before the Town of Washington Court and released on her own recognizance.

The State Police were assisted by the Village of Millbrook Police Department.
