Two Middletown police officers have been cleared by a grand jury after the November 2013 fatal shooting of Leonard Whittle. Whittle was hot and killed outside a Sam's convenience store on Academy Avenue on November 19. Whittle was being treated for bipolar disorder and had no history of violence, however police claim witnesses saw Whittle brandishing a knife while chasing another man. A store clerk claims he heard officers order Whittle to drop the knife. Whittle refused and was shot dead. Both officers had been on paid leave since the shooting.

According to the Times Herald Record 

The investigation into the shooting was taken over in December by the Rockland County District Attorney's Office after then-Orange County District Attorney Frank Phillips determined that his office had a conflict, because one of his assistant district attorneys was in a relationship with one of the officers involved.
