New Program to Help Low-Income New Yorkers with Electric Bills

The New York State Public Service Commission (PSC) has approved the Renewable Energy Access and Community Help (REACH) program, aimed at providing electric bill credits to low-income households in disadvantaged communities across New York State.
This initiative ensures that these communities benefit from the transition to renewable energy.
A Response to Renewable Energy Needs
The REACH program arises from the New York Power Authority's (NYPA) expanded capabilities to develop and operate renewable energy projects, as authorized in last year’s State Budget.
The program seeks to ensure that low-income residents are not overlooked in the shift to a clean-energy economy.
Enhancing Consumer Protection
Rory M. Christian, Chair of the PSC, emphasized the commission's commitment to protecting consumer interests. He noted that the REACH program is crucial for providing disadvantaged communities access to renewable energy, aligning with New York’s broader clean energy goals.
Financial Support for Vulnerable Communities
NYPA President and CEO Justin E. Driscoll explained that the REACH program will benefit low-income electric ratepayers through credits funded by revenues generated from new renewable energy projects. This approach supports vulnerable households while utilizing local renewable resources and larger projects across the state's power grid.
Streamlining Implementation
To facilitate the program, the PSC established a regulatory framework allowing electric utilities to receive funds from NYPA for bill credits.
By leveraging existing structures like the Energy Affordability Program, the REACH initiative aims to minimize administrative costs and maximize benefits for low-income ratepayers. Initial enrollment will focus on EAP-eligible customers, with plans to expand as resources increase.
As NYPA collaborates with utilities and the Department of Public Service, the REACH program is set to play a vital role in promoting energy equity and supporting New York’s commitment to a sustainable future.
