Six counties in the San Francisco Bay Area began a lockdown on Monday. The shelter-in-place orders residents to stay inside their homes for the next three weeks. As New York deals with the COVID-19 pandemic, de Blasio believes a shelter-in-place order will be issued for all of the Empire State in the next 48 hours.

"We are all deeply concerned. This is quite clear this is a fast-growing crisis," de Blasio said during a press conference on Tuesday, according to CNBC. "All New Yorkers, even though a decision has not been made by the city or the state, I think that all New Yorkers should be prepared right now for the possibility of a shelter-in-place order."

When asked if he would issue a shelter-in-place Gov. Andrew Cuomo said he's “resistant to nothing," the Brooklyn Eagle reports.

Cuomo added before a shelter-in-place he would first shut-down more New York businesses. On Monday, Cuomo closed all restaurants, bars, gyms and movie theaters in the state.

However, also in the briefing, Cuomo said he has no plans to impose a shelter-in-place.

"We hear New York City is going to quarantine itself; that can’t happen without state approval,” Cuomo said according to Bloomberg. “I have no interest whatsoever or plan whatsoever to contain New York City.”

Secretary to the Governor Melissa DeRosa later released a statement regarding a blanket quarantine or shelter in place.

"The emergency policies that have been issued are of statewide impact, and the Governor is making every effort to coordinate these policies with our surrounding states. Any blanket quarantine or shelter in place policy would require State action and as the Governor has said, there is no consideration of that for any locality at this time."

The goal for Cuomo and others is to "flatten the curve" in New York. Cuomo said he took drastic action on Monday but noted more "dramatic steps" will likely need to be taken.
