A three-month investigation into heroin trafficking in the Mahopac section of the Town of Carmel has led to the arrest of four, all with prior arrests. Drugs and loaded guns were seized.

In September, the Putnam County Sheriff’s office learned that an individual was selling large amounts of heroin out of a private home in Mahopac. A joint effort with the Sheriff’s Office Narcotics Enforcement Unit, Westchester County Police Narcotics Unit, and other area police identified the suspected drug dealer as Thomas Simmons, 35, of 11 Steiner Drive in Mahopac.

Putnam County Sheriff Donald B Smith reports, an undercover sheriff’s deputy posed as a customer and allegedly bought heroin from Simmons on a number of occasions. The most recent purchase occurred on Tuesday December 1st, when Simmons allegedly sold the officer $300 worth of drugs.

After the alleged drug deal police arrested Simmons. He was charged with four counts of criminal sale of a controlled substance in the 3rd-degree and four counts of criminal possession of a controlled substance in the 3rd-degree, all felonies. Police say Simmons has a large history of prior arrests and is currently on parole from the New York State Correctional Facility.

Two other people who were with Simmons at the time of his arrest were also charged. Alyssa Feldman, 23, of Poughquag and 27-year-old New Port Richie, Florida resident Joshua Fields were both charged with criminal possession of a controlled substance in the 7th-degree and criminal possession of a hypodermic instrument, all misdemeanors. Police say both have extensive prior criminal records.

Following the three arrests, police executed a search warrant at Simmons’s Mahopac home. Inside the house, police found narcotics and a number of drug distribution equipment. 7 firearms were discovered including a fully loaded .380 caliber semi-auto pistol, a full-loaded 12-gauge semi-auto shotgun and an AK-47 assault rifle loaded with a 30-round magazine.

During the raid, Louis Carr, 50, who allegedly lives at the Mahopac home, was arrested for criminal possession of a firearm in the 4th-degree, criminal possession of a weapon in the 2nd and 3rd-degrees, criminal possession of a controlled substance in the 7th-degree, criminal use of drug paraphernalia and endangering the welfare of a child. Carr reportedly has a prior felony conviction.

Simmons, Carr, and Fields were remanded to Putnam County Correctional Facility. Simmons was held without bail. Feldman was turned over to the Dutchess County Department of Probation, which had a warrant out for her arrest on an unrelated charge.
