New York State has 62 counties in it. Which counties have made it a law that animal abusers need to register with the county?

There are only four of the 62 counties in New York that require an animal abuser to be registered and to keep up with the registry is they relocate within the county. Plus any person who sells, gives away or adopting a pet in one of those counties is required to check the abuser registry first. Should they do so without checking the registry first, they will be considered to be breaking the law.
