A number of significant charges were handed out this week in Rockland County following a scary incident that took place in July of 2025. Kidnapping, strangulation and a few weapons charges were among the list following a domestic violence situation that turned into a high speed chase and then a negotiation.

Domestic Incident Turned Police Negotiation in Rockland County

41-year-old Marcos Seda, of West Haverstraw in Rockland County, was arraigned this week in a New City courtroom following an incident one month prior.

Court documents indicated that at approximately 7:45pm on Saturday, July 19th, Seda 'pushed his girlfriend to the ground, striking her multiple times in the face. Seda pointed a loaded shotgun at her and placed both of his hands around her neck, before kicking her out.' The incident took place inside 6 Matone Circle in West Haverstraw.

Following the alleged incident at the residence, records show that the incident was then reported, and Seda was then involved in a high-speed chase with police throughout Rockland County. During the chase, Seda crossed into Clarkstown, and reportedly hit a marked police vehicle 'at a high rate of speed' which caused an officer to suffer injuries including bruising and a concussion.

According to the Rockland County District Attorney's Office:

The defendant then crashed his vehicle, barricaded inside said vehicle, and pointed a loaded shotgun at himself. Officers negotiated with him for approximately four hours. The defendant eventually surrendered and was placed under arrest.

West Haverstraw Man Arraigned Following July Incident

Following the arrest, Police recovered several weapons including a loaded pistol, two rifles, several high-capacity magazines and a large quantity of ammunition inside. These items were found in Seda's home following an approved search.

The Rockland County DA, Thomas E. Walsh, alerted the public that Seda was arraigned and charged with the following: Kidnapping in the Second Degree, Strangulation in the Second Degree, Assault in the Second Degree, Criminal Possession of a Weapon in the Second Degree, Criminal Possession of a Weapon in the Third Degree, and Criminal Possession of a Firearm.

Seda will face a minimum of five years in state prison, with a maximum sentence of 25 years.
